The States and not the Federal Government should control their own
environment and the government should act as the mediator of any
disputes between the states. The Federal Government has enough problems
keeping their house in order without trying to tell states how to keep
their houses in order. Each state has the right to set their own
standards and form compacts with other states that are a benefit to
their citizens.
